Municipal Monday: Issue 04. A weekly digest across 32 Central Pennsylvania municipalities.
THE PATTERN: The data center story has crossed from drafting into deciding. South Londonderry Township holds a public hearing on Ordinance 234 (Data Centers) on 6/9, the first adoption-stage hearing in the wave. The same night, Monaghan Township in York County took the opposite approach, with two moratorium resolutions (2026-9, 2026-10) on its 6/8 agenda to pause applications rather than set standards. Two strategies are now running side by side: regulate as a conditional use, or pause via moratorium. Three firm summer hearings are still set (Hampden 7/2, West Hanover 7/16, Silver Spring 7/22), and Lower Allen's Ordinance 2026-04 is advancing toward enactment. If you hold industrially zoned land in any of these municipalities, the rules being decided this summer are the ones your projects will live under.
ON THE BOARDS: The development pipeline stayed full, led by an institutional project: the Allen Middle School Preliminary/Final Land Development Plan (SLD #2025-07, West Shore School District) on Lower Allen Township's 6/8 agenda. West Hanover Township approved Final Subdivision #26.001 for 245 Hershey Road. Windsor Township has the Covenant Moravian Church Preliminary/Final Subdivision, and Lower Swatara Township is working through waivers on the Halkias Minor Subdivision. Fairview Township in York County paired a land development modification with a Phase 3 bond reduction at Green Lane Meadows.
LONG HORIZON: Comprehensive plan and ordinance work is moving in four municipalities. Hampden Township is retaining a consultant to update its Comprehensive Plan (6/4). East Hanover Township in Dauphin County has both a Zoning Ordinance and Map update and a Subdivision and Land Development Ordinance update on its 6/2 agenda, a full rewrite track. Lower Allen Township and Reading Township (Adams County) are each amending their land development ordinances. These are the slow-moving items that quietly reset what's permitted years before anyone files a plan.
COST TO WATCH: Monroe Township adopted Resolution 2026-13, a stormwater fee change, on 5/14. East Pennsboro Township is amending its fee schedule (Resolution 2026-11, 6/3), and Windsor Township's fee schedule amendment (Resolution 2026R-05-02) was on its 5/18 agenda. For anyone tracking sewer capacity, Fairview Township takes up an Act 537 Sewage Plan Revision for Summit View Terrace, the step that decides whether nearby ground can be served.
