Matthew Fisher, P.E., P.L.S., CFS
Matthew Fisher leads R.J. Fisher & Associates as President, overseeing every aspect of the firm’s engineering, surveying, and drone operations. A Penn State civil engineering graduate, Matt has been involved in land development design and surveying since 2000 and holds both P.E. and P.L.S. licenses, along with the Certified Floodplain Surveyor (CFS) designation from the National Society of Professional Surveyors — a credential covering FEMA Elevation Certificates, Letters of Map Change, and the National Flood Insurance Program.
Matt’s technical strengths run deep in site grading and advanced CAD design, the detailed work that determines whether a project comes in on budget or blows past it. He leads the land development design phase and municipal presentations, guiding projects from feasibility through final approvals. Under his leadership, the firm has expanded into drone mapping and aerial photography, adding an FAA-certified drone pilot and a capability that most competitors simply don’t offer.
Matt currently serves on the Cumberland County Planning Commission and the Greater Harrisburg Association of Realtors Government Affairs Committee, bringing the same practical, client-focused perspective to regional planning that defines the firm’s project work. His vision for R.J. Fisher & Associates is straightforward: invest in smarter tools, maintain the personal service clients expect, and keep simplifying how land development gets done.
