Municipal Monday, Issue 05. A weekly digest of regulatory and development activity from 32 Central Pennsylvania municipalities.
THE PATTERN: The data center wave reached a milestone. South Londonderry Township's June 9 agenda carried the public hearing on Ordinance 234 (Data Centers), the first adoption-stage hearing among the municipalities we track. The same evening, South Hanover Township took up its Data Center Overlay under the solicitor's report for discussion and possible action, while Monroe Township printed a note on its agenda that the data center subject would not be discussed, its second consecutive deferral. Three summer hearings remain firm: Hampden Township July 2, West Hanover Township July 16, and Silver Spring Township July 22 (Ordinance 2026-01). Whatever your view on data centers, the regional rulebook is being written at hearings over the next six weeks.
ON THE BOARDS: Roughly fifteen named subdivision and land development items moved across nine municipalities. South Middleton Township's June 11 agenda was the busiest: conditional use hearings for Forgedale Crossing Phase 14 and Cedar Avenue, the Linlo Brookwood final minor subdivision and land development at 27 Brookwood Avenue (5.49 acres), and security actions on Forgedale Crossing Sections 12 and 13 and Alexandra Court. Harrisburg City Council's June 9 legislative agenda included Resolution 56-2026, approval of the lot consolidation and land development plan for 100 North 13th Street. Reading Township (Adams County) takes up the Hampton Heights Phase VI developers agreement June 15, East Hanover Township (Dauphin County) has a Hanover Logistics 1 and 2 developer's agreement amendment on June 16, and Washington Township (Franklin County) agendas show four final subdivisions in review.
LONG HORIZON: Swatara Township took a formal step June 10, forwarding a proposed amendment to its Subdivision and Land Development Ordinance and Zoning Ordinance to the county and township planning commissions for review and comment. East Hanover Township (Dauphin County) continues its zoning and SALDO updates.
COST TO WATCH: Four items with direct cost implications. Swatara Township: an Act 134 fee schedule change on the June 10 agenda. South Hanover Township: a design proposal for two sanitary sewer needs areas. Monroe Township: a sewer capacity discussion tied to the Allenberry Resort. Camp Hill Borough: advertising an ordinance establishing an on-lot sewage system maintenance program.
