Blue Ridge Village is a 131-acre mixed-use development in Lower Paxton Township featuring 20 acres of commercial uses, an assisted living facility, 160 luxury apartments, 93 townhomes, 103 single-family homes, and 31 acres of recreational space.

R.J. Fisher & Associates led the project from rezoning through design. The tract was originally zoned Agricultural, and our team successfully navigated the rezoning process and secured text amendments to the Residential Retirement District, allowing apartment units and an age-targeted (rather than age-restricted) community. We used 3D site modeling extensively to collaborate with the owner, attorneys, realtors, architects, and other consultants to ensure all development components would fit together.

Stray Winds Farm is a 276-acre residential community designed under the Cluster Development provision, featuring 468 units across a mix of single-family detached homes, townhomes, open space, and recreational areas.

R.J. Fisher & Associates handled the full scope: planning, design, municipal approvals, permits, and construction bidding documents for each of the nine phases. We also managed a U.S. Army Corps of Engineers Joint Permit for wetland impacts and floodplain crossings, coordinating with traffic engineers, wetlands consultants, and the municipality throughout the process.

A defining challenge was the earthwork coordination. Ryan Homes required that each phase be graded so basement excavation material could be distributed on individual lots, eliminating the cost of hauling dirt on or off each home site. We balanced earthwork quantities at both the overall site and individual phase levels, and prepared individual lot grading plans and hold-down plans for the site contractor.

Orchard Glen is a 151-acre Planned Residential Development featuring 363 units across single-family lots, villas, townhomes, duplexes, open spaces, and recreational areas spanning two townships.

The site presented a unique engineering challenge: the southeastern portion was very flat with the gravity sanitary sewer at existing grade, while a substantial grade change ran toward the northwestern border. Early in our design process, we identified that a balanced grading plan raising the flat portion by approximately seven feet would eliminate the need for a sanitary pumping station. The grading plan also accounted for rock depth, nearly eliminating substantial rock excavation across the entire site.
